Goal and purpose
The National support programme aims to make sure that potential victims of trafficking and exploitation, including their children, get the support they have the right to – even if they do not participate in legal proceedings. The program complements to governmental support by addressing the individual needs of victims in areas where those needs have not yet been met.
NSP is built on Sweden’s National Referral Mechanism, where support is coordinated all the way from the identification to finished legal proceedings. The NSP cooperates with Sweden’s Voluntary repatriation programme, that gets activated at different stages of the support chain.
The support through NSP
There are eight certified actors in NSP with special knowledge to meet the needs and trauma that human trafficking implies. These actors provide:
- Practical support: Shelter, social togetherness, and a meaningful occupation.
- Legal support: Information and counseling surrounding rights and legal proceedings.
- Support to children: Customized support for children that live with the victim.
Certified actors are:
- Stockholm region : Frälsningsarmén (the Salvation Army) Skogsbo, Unga kvinnors värn, Safe Havens Traffickingcenter
- South region: Noomi Hela människan
- Western region: Räddningsmissionen
- Middle region: Frälsningsarmén Lyktan
- Northern region: Kvinnojouren i Umeå, Kvinnojouren i Jämtlands län
Rights based support
NSP follows international human rights regiments that Sweden has ratified, like the Council of Europe Convention on Action Against Trafficking in Human Beings and the EU directive 2011/36/EU.
This means:
- Victims have the right to protection, support and information
- A reflection period of at least 30 days for recovery and planning
- All support needs to be adapted to the person’s own needs and situation.
How NSP Works
1. Identification
An informal identification can be made by certified actors or other collaborative actors that contacts NSP. Only certified actors can apply for access to the programme.
2. Support and protection
NSP can finance shelter for victims and their children. The support is complementary to governmental support and in accordance with individual needs.
3. Complementary support
If the Voluntary repatriation programme is not eligible, NSP can help support integration or returning through its own processes. Through NSP it is also possible to get advice when having issues with asylum rejection or legal issues.
